A safe and affordable housing program without case management.

Mission Statement

To provide a stable and affordable environment, while ensuring the entire family has the opportunity to enhance their education, job, and life skills as they transition from homelessness to permanent housing.

 

Billy's Manor offers affordable housing to individuals and families in transition.  Whenever possible, former participants in other Quest for Excellence programs are accepted as residents.  Referrals from other local agencies are welcomed and accepted provided the referring agencies agree to supply necessary follow up care and case management services.  The types of transitions vary among the tenants, as do age, race, and gender.

 

Billy's Manor is designed to serve families in transition.  The City of Indianapolis and the Coalition for Homelessness Intervention & Prevention estimate that 9,000 households in Indianapolis will experience homelessness during the course of a year.  Many families earning less than $11,000 a year spend over half their income on housing costs.  In addition to safe, drug-free affordable housing, residents of Billy's Manor are also eligible for services through other Quest for Excellence programs.  Youth programming and services, including academic assistance and support, are available through the S.T.A.R. Program.   Limited free medical services are provided through Jinny O'Brien Free Clinic.  Residents must maintain stable employment as they strive to overcome personal difficulties and move forward with their lives.  In order to enable families to achieve stability, there is presently no established time limit for residency.

 

Accommodations Include:

  • One and Two bedroom apartments

  • Rent includes all utilities and cable TV

  • All major kitchen appliances

  • Gas heating and central air

  • Limited off-street parking

  • On-site laundry facilities

  • Courtyard play area

 

Admission Requirements

  • A former Quest for Excellence program participant, or referral from any agency or shelter

  • Free of substance abuse for 6 months

  • Successful completion of rehabilitation program if applicable

  • Stable employment

  • Favorable references

  • Each case is evaluated on an individual basis
